New media regulations are issued by the UAE

A federal decree governing media operations in the UAE has been released by the government. All people and businesses, even those operating in free zones, are subject to its regulations if they produce or distribute print, audio, visual, or digital media. The decree places a strong emphasis on adhering to privacy regulations as well as respecting national symbols, institutions, and religious beliefs. It is the responsibility of the UAE Media Council to grant licenses to people who offer paid or free advertising or content on social media and other contemporary technology platforms. It is also responsible for carrying out inspections and content monitoring.
The decree encompasses a broad spectrum of media activities, including the creation, circulation, printing, and publication of media content. It extends to audio, video, and digital broadcasting, encompassing both paid and free services.

It encompasses all aspects related to the issuance and regulation of licenses and permits for individuals, entities, and media establishments engaging in various media activities. These activities span radio and television broadcasting, cinema and creative productions, newspapers, and publications, digital and electronic media, book fairs, foreign publications, and foreign media offices, as well as the printing, circulation, and publishing of media content. Additionally, it includes aerial, ground, and maritime imaging operations.

All media individuals and institutions operating in the UAE are obligated to adhere to national standards for media content. This includes respect for divine and Islamic beliefs, as well as the beliefs of other religions; adherence to the country's sovereignty, symbols, and institutions; consideration of the supreme interests of the UAE and its society; compliance with the country's directions and policies at both local and international levels; refraining from actions that may negatively impact the UAE’s foreign relations; and respect for the culture, civilization, national identity, and values of the UAE community.

Furthermore, media outlets and individuals must refrain from disseminating information that could offend or compromise national unity or social cohesion. They are required to avoid inciting violence, hatred, or discord among society members. The decree also emphasizes the need to respect privacy rules, and individuals' private lives, and refrain from publishing rumors, false news, or any content that may incite criminal activities.

According to the decree, the UAE Media Council is entrusted with issuing permits for the screening of cinematographic and creative productions. It is also responsible for defining the classifications of the Media Content Rating System for print and creative productions, covering books, video games, and cinematic production. The Council will determine suitable age groups for viewing media and entertainment content.

Additionally, the Council has the authority to issue permits for individuals engaged in advertising or providing media content on social media and other modern technical platforms, whether for a fee or free of charge.

The decree mandates that licensed individuals and media outlets be subject to oversight and supervision by the competent authority. The Council is empowered to conduct surveillance and inspections of individuals, outlets, and media institutions, even within free zones.

The Decree-Law further stipulates that the UAE Media Council, in coordination with competent authorities, will actively promote the protection of intellectual property among individuals, establishments, and media institutions within the UAE.
